Federal authorities in California are repeatedly thwarted by Pete Ritchie, a drug lord smuggling his produce over the border from Mexico. Desperate to break Ritchie's impenetrable crime ring, the LAPD enlists the aid of Officer Madeleine Haley, who is instructed to use all the charms at her disposal to infiltrate the operation and bring it down from within - but Johnny Macklin, Ritchie's hot-headed underling, has other ideas.
