Van Buren orders Briscoe and Green to reinvestigate unsolved cases, starting with the murder of a teenager 20 years previously. However, they discover much of the evidence gathered at the time has vanished, and the detective in charge of the case may have pursued an innocent man to protect the real culprit. An unexpected confession allows the case to end up in court again, but legal trickery makes a conviction an unlikely prospect
