The corpse of a media-relations officer is unearthed at the opening of a new development in Salter, Central Valley. Mayor Melba Shannon blames eco-terrorists for the murder, but the officers later uncover evidence suggesting she herself could be to blame. When Patrick Jane is kidnapped he puts his life in danger by revealing he knows the true identity of the gang's leader. Elsewhere, a reporter films a documentary about Lisbon's unit at CBI HQ.
