A student counsellor is murdered in New York, and Benson and Stabler investigate a possible connection to her volunteer work at a refugee centre. They discover she had been helping a taxi driver who claimed to have been tortured after the terrorist attacks of September 11, 2001. The trail soon leads the detectives to suspect the involvement of a doctor with links to a company that benefitted financially from the Iraq war
