The detective and sidekick Jardine investigate when a prominent loan shark dies after being brutally attacked with an axe. Jardine starts a relationship with an actress who is playing Lizzie Borden in the studio that owns the apparent murder weapon as the duo come to believe it may be a revenge killing - and that there could be a link with Glasgow's Garden Festival.
