A mysterious orb of light strikes an oil rig and the resulting explosion creates a swirling mass of clouds and fire that threaten to devastate Los Angeles. A ragtag group of strangers join forces to stop the fiery twister, which appears to be controlled and manipulated in a plot to create the ultimate terror attack.
