In Norwich, specialist detectives battling to bring down county line gangs flooding the city with illegal drugs brought in from beyond the Norfolk border. They arrest a person they suspect to be leader of one of the lines, but he claims he has been coerced and threatened into running the operation. It's up to the detectives to decide if there is genuine fear of retribution further up the chain or it's an elaborate trick to throw them off the scent
